Hey Lindsay,
There are many great fishmongers around the city that sell quality whole lobsters. I get mine from Diana’s Seafood near Lawrence and Warden (they also sell great oysters). If you’re downtown, try Hooked in Leslieville. Both shops have a very knowledgable staff.

You probably wouldn’t want to buy lobsters (or any seafood) that are well below market price—it could be an indicator that they aren’t fresh. The price of soft-shell lobsters (lobsters going through the molting process) has gone down in Maine this year due to a surplus but up here in Canada, lobster prices have been more/less the same.
