Dear Councillor,

On September 12, 2011, you will consider the closing of the easterly portion of Westgate Boulevard. This item was before you on June 22nd and it was deferred. Presumably because it is not an easy undertaking, closing off a street.

At the May 25th Community Council you authorised the closing of the easterly portion of Orchardview Boulevard, which is the street immediately north of Eglinton running east off Yonge Street. It’s not like Westgate Boulevard which is considered “untravelled”.

As I’m sure you can imagine, Orchardview Boulevard is quite a busy thoroughfare.

However, Orchardview Boulevard was closed without any opportunity given to the local residents, such as was afforded by the Public Notice issued prior to the proposed closing of the redundant Westgate Boulevard. There was no opportunity to depute before our Community Council. No notice at all was given prior to the May 25th NYCC meeting.

The Transportation Department was simply, “told to close it”. There was no technical review done on the consequences of closing off a busy street that apparently might make the area more safe. No assumptions were made as to where the closed-off vehicular traffic might flow and any safety impacts that might cause.

There was no consideration given to any challenges closing off a busy street might have for local residents – especially the folks at the Stanley Knowles Cooperative building that fronts onto this portion of Orcharview Boulevard, within which there are a number of physically handicapped tenants.

Despite what you were told, the community association (ARECA) which has represented this area as an incorporated body for over 22 years, was not consulted. Another community association (EPRA) that was formed by Councillor Stintz’s re-election manager in April 2008 was simply told that this was to happen. There was no notification to the broader community and no feedback requested.

We have asked questions of the Transportation Department and Councillor Stintz but they remain unanswered. The community has asked for a comprehensive traffic study but this too is being ignored.

Somebody wanted this street closed in a hurry. In this case, that somebody wanted to avoid essential parts of the public and democratic process.
