Cheap piece of garbage gets huge write up, bridge closed for repairs. Stupid Torontonians keep denying that the badly made condo’s and it’s subsequent boom is nothing more than money laundering turning Toronto into a third world cesspool. Toronto is the worst.

If you look into it you will see that Rob Ford is smarter than most when it comes to Section 37. It is not the way to do planning. That said a bridge like this is a good example of where it does make sense; ie. ensuring that an amenity that will benefit the residents of a new development – gets paid for by the development. In most cases the relationship between the development and benefit is at best tenuous and at worst case slightly corrupt. Among the failings it discourages real planning – as properties remain under zoned so Councillor’s and City bureaucrats can play “lets make a deal”. Free stuff: not really it costs the City thousands of dollars in Staff Time and OMB costs to deal with this crap. And the cost of these freebees just gets passed on an ultimately impacts affordability of housing in the City. As a last point it allows incumbent Councillors to spend developer’s moneys to reward supporting constituents – it is anti democratic. Imagine a Councillor taking a $300,000 from a developer in return for their support – and the Councillor giving it to their favorite cause – that is basically what happens with Section 37 – it smells like Quebec to me.

It seems the build quality matches that of the rest of CityPlace. After being open for mere hours, the bridge is now closed for repairs until 2013! The cheapness of Concord construction is astounding.
